◇ 한·베 정상 공동선언(3.23) 후속조치로 양국간 환경장관회담을 4월 16일에 개최하고 포괄적 환경협력 양해각서 체결
◇ 하수처리 마스터플랜 착수회의 및 환경산업포럼 개최를 통해 하수처리사업 등 우리 기업의 베트남 진출·수주 지원
□ 환경부 장관(김은경)은 4월 16일 하노이에서 베트남 자연자원환경부 쩐홍하(Tran Hong Ha) 장관과 만나 양국의 환경협력 강화 방안을 논의하고 ‘포괄적 환경협력 양해각서’를 체결한다.
○ 이번 만남은 지난 3월 23일 양국 정상간 ‘환경과 자연자원 보호에 대한 포괄적 협력’을 추진하고, 특히 ‘공동연구, 경험공유, 환경기술 협력 등을 적극 추진’하기로 한 것에 따라 후속조치를 위해 이뤄지는 것이다.
○ ‘포괄적 환경협력 양해각서’는 3월 23일 정상회담 결과를 토대로 지속가능발전목표 이행, 대기, 물, 폐기물, 생물다양성, 기후변화 대응 등 환경 전반에 걸친 협력사업 추진을 위한 것이다.
○ 또한, 양해각서에서 양측은 매년 시행해 나갈 행동계획을 수립하고 연례 환경장관회담에서 협력사업 성과와 이행상황 점검 및 향후 협력방향을 제시·이행해 나갈 계획이다.
□ 양해각서 서명에 앞서, 양국 장관은 양자회담을 갖고 하수처리, 수질개선, 교육·훈련, 베트남 내 우수 생물자원 공동 발굴, 온실가스 인벤토리 구축 협력에 대한 의견을 교환할 계획이다.
○ 베트남측은 하수처리가 자국내 시급한 환경현안임을 강조하고 우리의 협조를 요청할 것으로 예상되며, 이에 우리측은 베트남 하띤성(Há Tinh, 베트남 중·북부 지방)에 하수처리 및 하천 수질개선 마스터플랜 수립을 본격화하고, 호치민 등 베트남 도시지역의 하수처리시설 설치사업을 우리 기업들이 수주할 수 있도록 협조를 요청할 예정이다.
※ 2018년 4월 현재 호치민지역 하수처리시설 건설사업 3건(9.1억 불 규모)에 대한 우리 기업들의 수주작업 진행 중
○ 한·베 환경포럼에 참가한 우리 기업 관계자들은 한국정부의 베트남 하수처리 마스터플랜 수립 지원, 사업타당성조사와 수주지원 활동으로 베트남 내 하수처리사업 등 환경산업 진출이 더욱 확대될 것으로 기대하고 있다.
○ 환경부는 베트남의 환경분야 공무원과 전문가 초청연수, 서울이니셔티브 리더십프로그램 등으로 베트남측이 관심있는 한국의 환경정책·기술 전수를 위해 협력할 계획이다.
○ 또한, 지난 2009년부터 진행해온 생물자원 공동연구를 지속하여 베트남 전문가의 표본제작, 천연물 추출 등을 지원하고, 양국 공동으로 베트남 내 우수한 생물자원을 발굴·활용해 나갈 예정이다.
○ 아울러, 우리측은 온실가스 인벤토리 구축 경험을 토대로 인벤토리 구축 마스터플랜 수립 지원과 역량강화 교육과정을 제안하며, 이에 따라 양국의 상호협력은 더욱 강화될 것으로 기대된다.
□ 베트남 정부는 우리나라의 환경정책·기술에 대한 신뢰가 높아 양국간 환경기술협력을 선호하고 있어, 이번 회담을 계기로 그간 구축된 양국의 환경협력 관계가 환경산업 진출과 환경정책·기술의 현지화 등 포괄적 관계로 발전될 것으로 기대된다.
□ 또한, 김은경 장관은 쩐홍하 장관과 함께 4월 16일에 열리는 하띤성 하수처리 마스터플랜 수립 착수회의에도 참가한다.
○ 이번 회의에는 양국 환경장관을 비롯하여, 하띤성 인민위원장 등 지방정부 관계자, 양국의 하수처리시설 설계·시공업체들이 참석한다.
※ 우리나라에서는 ㈜유신, ㈜건화, GS건설(주), ㈜서스랩 등 하띤성 하수처리 마스터플랜 수립 관계사 이외에 현지 진출기업 등 15개사의 관계자가 참석
○ 하수처리 마스터플랜 수립 대상지역인 베트남 하띤성은 2016년 베트남 최악의 환경재난으로 꼽히는 유독성 폐수 무단방류사건(‘포모사 사태’로 불리기도 함)이 발생한 곳이기도 하다.
※ 사태이후 하띤성과 인근 지방 등 베트남 중·북부 해안에서 어류 집단폐사, 수산물 공급 중단으로 해당지역 GDP가 4.2% 감소한 것으로 알려짐
○ 아울러, 이번 회의에서는 양국의 상·하수도 정책 소개와 우리 기업들의 하수처리기술 등 환경기술을 발표하는 기회를 가진다.
□ 김은경 장관은 우리 참가기업들과의 간담회, 베트남 현지 언론과의 인터뷰를 갖고 16일 밤 하노이를 떠나 귀국할 예정이다.
○ 김은경 장관은 “우리 정상의 베트남 방문(3.22-3.24)을 계기로 환경 전반에 걸쳐 양국간 협력을 확대할 수 있게 되었고, 하수처리 등 잠재력이 큰 베트남 환경시장으로 우리 기업의 진출이 확대될 것으로 기대된다”라고 말했다.

○ 매년 양국간의 정기적인 실무협의를 통한 행동계획 수립

○ 본 양해각서에 따른 협력사업 이행 비용은 달리 합의하지 않는 한 양측이 공동부담

The Ministry of Natural Resources and Environment of
the Socialist Republic of Viet Nam
on
Comprehensive Environmental Cooperation
The Ministry of Environment of the Republic of Korea and the Ministry of Natural Resources and Environment of the Socialist Republic of Viet Nam (hereinafter referred to as the “Sides”);
AFFIRMING that the protection of the environment is a common concern of the two countries;
NOTING the successful implementation of the Arrangement for Environmental Protection signed in September 2013 between the Ministry of Environment of the Republic of Korea and the Ministry of Natural Resources and Environment of the Socialist Republic of Viet Nam;
RECOGNIZING the importance and necessity of enhancing and promoting bilateral cooperation between the Sides in the field of environmental protection in order to contribute to the achievement of the environmental dimension of the Sustainable Development Goals in the two countries;
BEING AWARE of the need to further strengthen environmental cooperation between the Sides through the exchange of experiences and information, the sharing of knowledge, and the transfer of green technology to contribute to resolving environmental issues of bilateral, regional and global concern;
STRESSING the importance of jointly informed actions at all environmental forums internationally, regionally and sub-regionally through the exchange of viewpoints and consultations on all matters of common concern;
DESIRING to enhance their bilateral relationship and to facilitate and promote cooperation between government agencies, research and development institutes, universities and the private business sector in the field of environmental protection;
NOTING the necessity of establishing a comprehensive environmental cooperation mechanism which builds upon existing agreements and memorandums between the two countries to improve the effectiveness and create synergy;
Have reached the following understanding:
ARTICLE 1
The objective of this Memorandum of Understanding (hereinafter referred to as the “MOU”) is to enhance mutual understanding through the exchange of information and personnel, and to contribute to the resolution of national, regional and global environmental issues through cooperation in the fields of environmental technology and industry, based on the principles of equality and mutual benefit, and respect for national sovereignty.
ARTICLE 2
Cooperative activities under this MOU may take the following forms:
a) Exchange of knowledge and experiences on environmental conservation and management and climate change response;
b) Exchange of data and information on environmental legislation, researches, and clean technology and industry;
c) Secondment of officials and exchange of experts and researchers;
d) Organization of joint workshops, seminars, and training courses on environmental issues;
e) Encouraging efforts to promote cooperative activities between the Sides, research institutes and private enterprises in the fields of environmental protection, climate change, and efficient management of water resources;
f) Implementation of joint research and development projects and other relevant activities in areas of mutual interest; and
g) Other forms of cooperation agreed upon by the Sides
ARTICLE 3
Cooperative activities under this MOU may be undertaken in the following areas:
a) Air quality management;
b) Integrated water resource management;
c) Conservation and sustainable use of biological diversity;
d) Waste management;
e) Climate change response;
f) Implementation of the Sustainable Development Goals;
g) Sustainable management of natural resources; and
h) Other areas of cooperation agreed upon by the Sides
ARTICLE 4
The Sides will facilitate cooperation between non-governmental organizations, research institutes, universities, and private enterprises including those in the environmental industry of the two countries.
ARTICLE 5
1. The Sides will respectively appoint the International Cooperation Division of the Ministry of Environment of the Republic of Korea and the International Cooperation Department of the Ministry of Natural Resources and Environment of the Socialist Republic of Viet Nam as the Focal Points in implementing this MOU.
2. The Focal Points will maintain regular communication with each other and hold meetings when deemed necessary either in the Republic of Korea or the Socialist Republic of Viet Nam to formulate annual action plan, to coordinate cooperation activities, and to review the progress in ongoing cooperative projects, programs, and activities and develop new cooperative initiatives within the framework of this MOU.
3. The Korea-Viet Nam Environment Ministers Meeting will oversee the general progress and achievement of the activities under this MOU and provide guidance.
ARTICLE 6
This MOU may be amended or supplemented with mutual written consent of the Sides. The amendments and supplements will form an integral part of this MOU. Other issues which are not stipulated in the MOU will be determined through consultation between the Sides.
ARTICLE 7
The Sides will bear the expenses to be incurred under this MOU on an equal basis subject to availability of resources and in accordance with the applicable laws and regulation of each Side. Each Side may support the other Side with appropriate assistance for implementing activities under this MOU.
ARTICLE 8
The intellectual property rights subsisting in or arising from the products, documents or other materials which bear a direct relation to or are produced, prepared or collected in the course of the joint implementation of cooperative projects, programs and other activities under this MOU will be projected in accordance with the relevant laws, regulations, and practices of the two countries.
ARTICLE 9
1. This MOU is not intended to create any legally binding obligations.
2. Nothing in this MOU will affect the obligations of the Sides deriving from any relevant international agreements relating to environment, climate change, and natural resources.
3. This MOU will be carried out in accordance with the respective laws and regulations of the two countries and subject to the availability of appropriated funds and personnel of the Sides.
4. Unless otherwise mutually agreed by the Sides, the termination of this MOU will not affect the implementation of on-going activities or programs that have been agreed upon prior to the termination of this MOU.
ARTICLE 10
ny differences arising out of the interpretation or implementation of this MOU will be settled in an amicable way through consultation between the Sides.
ARTICLE 11
1. This MOU will come into effect on the date of signature by the Sides. Either Side may terminate this MOU by notifying the other Side in writing of its intention to terminate it. In that case, this MOU will terminate three (3) months after the date of receipt of such notification.
2. Upon the entry into effect of this MOU, the Arrangement for Environmental Cooperation between the Ministry of Environment of the Republic of Korea and the Ministry of Natural Resources and Environment of the Socialist Republic of Viet Nam signed in Hanoi in 9 September 2013 will be terminated.
